Career
Pablo is a Colombian legal, public policy and regulation leader with a career spanning competition enforcement, utilities, ICTs and digital regulation, and constitutional adjudication. He currently serves also as an Adjunct Judge for Colombia’s Constitutional Court, bringing a unique perspective that connects regulatory design with constitutional principles and institutional governance.
He served as Former Chairman of Colombia’s Commission for Communications Regulation (CRC), where he led regulatory strategy at the intersection of telecommunications, markets, and the digital ecosystem. Prior to that role, he was Superintendent for Antitrust at the Colombian Competition Authority (SIC), overseeing antitrust investigations, merger control review, and enforcement priorities across complex, high-impact markets.
Recognized as an expert in competition law, economic regulation, and administrative law, Pablo advises and leads on matters involving antitrust strategy, mergers and acquisitions review, telecom regulation, and Internet governance. His work is grounded in rigorous economic analysis and an implementation-focused understanding of how regulation operates in practice—especially in fast-moving sectors where innovation, market power, and consumer welfare collide.
Pablo has been consistently acknowledged by Legal500 as one of the leading lawyers in Colombia in his field in 2025. Global Competition Review has included him in its 40 Under 40 list and nominated him as Dealmaker of the Year (2020), reflecting both technical excellence and a track record in complex, consequential matters.
Through senior public leadership roles, he built deep, hands-on industry experience across finance, oil & gas, energy, retail, telecommunications and media, healthcare, and agriculture, among other sectors. This breadth allows him to translate legal and economic theory into actionable regulatory and competition strategies, engaging effectively with boards, regulators, technical teams, and stakeholders.
After several years in public service, in early 2015 Pablo co-founded the Colombian law firm MBCR, now known as Veria Asesores, to continue working at the highest level on competition, regulation, and public policy challenges—bridging sophisticated legal analysis with practical, results-oriented counsel.
