Career
Julio is a lawyer specialized in Antitrust, Litigation, and Telecommunications, with more than 25 years of experience across both the public and private sectors. He is widely recognized for combining deep enforcement and regulatory insight with strong courtroom practice, particularly in complex matters where competition policy intersects with regulated markets and government decision-making.
For over nine years, Julio served at the Colombian Competition Authority (SIC), holding a series of senior leadership roles that gave him a comprehensive view of the authority’s toolkit and priorities. His positions included Head of the Group for the Protection of Competition, Head of the Group for Merger Control, Head of the Group for the Promotion of Competition, Head of the Division for the Promotion of Competition, Head of the Group for Jurisdictional Unfair Competition, and—on multiple occasions—Deputy Superintendent for the Protection of Competition. This trajectory reflects sustained responsibility for high-stakes investigations, merger reviews, and institutional policy work.
Julio also served as Deputy Director of Surveillance and Control at Colombia’s National Spectrum Agency (ANE), reinforcing his profile as an expert in telecommunications law, with particular strength in matters involving the radioelectric spectrum. His experience spans both the legal and technical dimensions of spectrum governance, including oversight, compliance, and dispute-sensitive regulatory decisions.
In addition, Julio is a recognized trial attorney in administrative-contentious proceedings, representing clients in disputes arising from regulatory enforcement, administrative sanctions, and government actions—bringing strategic rigor to litigation from early risk assessment through final adjudication.
After his years in public service, Julio joined MBCR (now Veria Asesores) as a Partner in 2016, advising on antitrust strategy, merger control, telecom regulation, and complex litigation with a practical, outcomes-oriented approach.
For nearly a decade, Julio has remained closely linked to academia as a postgraduate professor in Antitrust and Unfair Competition Law at Universidad Javeriana, Universidad del Rosario, Universidad Externado, and Universidad Sergio Arboleda, contributing to the formation of practitioners and the evolution of the discipline in Colombia.
