She is a member of the Kosovo Bar Association and serves as an arbitrator with both the Kosovo Chamber of Commerce and the Vienna International Arbitral Centre (VIAC). Vjosa is recognized for her expertise in cross-border transactions, with a strong track record in merger and acquisition processes, corporate restructuring, and joint ventures.

Her practice spans a broad range of sectors, including banking, telecommunications, pharmaceuticals, retail, and technology. She regularly advises clients on competition law, corporate governance, shareholder agreements, and regulatory compliance. In addition to her legal practice, Vjosa has played a significant role in shaping Kosovo’s legal and institutional framework. Early in her career, she actively contributed to several legislative initiatives, serving in key roles within working groups on property rights reform and national legal strategies. She has been frequently engaged by major international donors—including USG, EU and the World Bank—as a legal expert and consultant on foundational projects such as the drafting of Kosovo’s Civil Code. During her time with the British Embassy in Pristina, she also advised and represented British companies in navigating Kosovo’s regulatory landscape.

Most notably, Vjosa led a major reform initiative that resulted in the establishment of Kosovo’s standalone Commercial Court. As the lead legal consultant on the project, she oversaw the design, advocacy, and institutional implementation of this specialized court, which today serves as a centralized forum for commercial disputes and a cornerstone of Kosovo’s pro-business legal infrastructure. Her contributions to legal development and institution-building underscore her stature as both a practitioner and a thought leader in Kosovo’s legal community.

In the earliest years of her career, Vjosa gained national recognition for her leadership in establishing the first legal clinics at universities throughout Kosovo. As an attorney with the American Bar Association, she played a central role in designing these clinics and integrating them into the academic programs of law faculties. Her work ensured that clinical legal education became a permanent and accredited part of university curricula, providing students with practical training while offering free legal services to vulnerable communities. This pioneering initiative marked a significant step forward in modernizing legal education in Kosovo and remains one of the most impactful early reforms in the country’s legal training system.

Education

Vjosa Shkodra holds a law degree from the University of Prishtina, Faculty of Law, and has passed the Bar Exam in Kosovo. She completed the WUS Austria International Relations master Program, broadening her expertise in international legal and policy frameworks. Her academic and professional development includes specialized training in human rights and democracy, programme and project management (London), international policy skills (Brussels), as well as stakeholder engagement, negotiation, and influencing techniques (Brussels). Additionally, she undertook focused training on ECHR case studies at the CEELI Institute in Prague.

In recognition of her professional contributions, she was awarded a Certificate of Award by the American Bar Association Rule of Law Initiative for five years of service, presented in Prague, Czech Republic. She also received a Certificate of Appreciation from Sport Sans Frontières at the British Embassy in Pristina for outstanding cooperation and delivery in her official capacity.
