Position

Vitali Šipilov has extensive experience in advising in public and administrative law, as well as in representing clients in complex civil disputes.

He has advised both private companies and public authorities in complex issues and disputes concerning energy and infrastructure, construction, real estate, taxation, and the environment.

His experience in the regulatory sector includes advising renewable energy developers, such as offshore wind farms, national infrastructure projects, as well as various state authorities. Among other projects, Vitali successfully represented Elering in two disputes before the European Court of Justice regarding renewable energy support in 2023.

Vitali also successfully represented Riigikogu in three obstruction disputes before the Supreme Court in 2023–2024. Vitali has worked for several years in the Office of the Chancellor of Justice, acquiring in-depth knowledge of fundamental rights and the public sector. He has prepared analyses and advised on complex constitutional issues, including appeals to the European Court of Human Rights. Vitali has also advised entrepreneurs in proceedings before the Estonian Parliament and other authorities. One of his most important projects has been representing 23 local governments in administrative reform disputes before the Supreme Court. Vitali has also analysed the constitutionality of the pension reform for the Ministry of Finance.
