Admitted to Rome Bar in 1990 and qualified to represent clients before the high courts.

He is an expert in administrative and commercial law, focusing in particular on the economic sectors in which public and private law come into contact, and the wider public sector.

He has two advanced master’s degrees in corporate law from the School of Management of the Libera Università Internazionale degli Studi Sociali – L.U.I.S.S. Guido Carli in Rome.

He founded Studio Legale Lipani & Partners in 1996, after being Senior Associate with the Arthur Andersen Fiscal and Corporate Law Firm (Andersenlegal) and serving in-house, in succession, as Legal and Corporate Director, General Affairs Director, HR Director and General Counsel for Italy in two major companies, one Italian and one a multinational, in the Information & Communication Technology sector.

He is advisor and legal consultant in public-private partnership projects and in projects for the reform of central and local government.
