Position

Rikke Søgaard Berth is specialised in the special regulatory set-up applying to public authorities and publicly owned companies. Rikke advises on the organisation of public assignments, including the cooperation with private parties. She has been responsible for the merger of utility companies, for instance the establishment of HOFOR in Copenhagen, municipal emergency services and various public-private co-operation supporting culture and sports. She has advised on the establishment of the Tinderbox Festival in Odense and on the consortium between the Danish state and five municipalities responsible for the Tour de France in Denmark if the Danish bid to host the event in 2021 is accepted. In addition, Rikke advises on the rules of administrative law, questions concerning authority, local government mandate, governance and other issues relating to public law. In 2017-2018 Rikke was a member of the government’s external expert committee on the Harbour Act and of the committee on expropriation under the Planning Act. Finally, Rikke is responsible for Horten’s strengthening of its efforts on the state market. Rikke has wide experience in working within a politically managed organisation from her former employment with the Ministry of Justice, and she holds a BA in political science. She is co-author of a book on municipal public limited companies (2009), and she has lectured at the University of Copenhagen since 2003 where she is now an external examiner.
