He advises clients on all aspects of the Planning and Building Law, 1965, including its amendments and regulatory framework, and is regularly involved in complex planning and licensing procedures. His practice includes representation before local and national planning institutions—from local planning and building committees to the National Planning and Building Council—as well as administrative courts and district planning appeal committees. Assaf has significant experience in betterment levy and compensation appeals and provides legal support in criminal planning enforcement proceedings under Chapter 10 of the Planning and Building Law.

Assaf also has extensive experience in urban renewal, advising both developers and tenant groups in large-scale urban renewal projects across Israel, including TAMA 38 and Pinui-Binui. He provides end-to-end legal support, from land due diligence and feasibility assessments, through the negotiation and drafting of complex development agreements, and representation in all relevant planning procedures. Assaf also advises on TAMA 38 projects—both building reinforcement and full demolition and reconstruction. His deep understanding of the planning landscape, combined with a pragmatic and strategic approach, makes him a trusted advisor in high-stakes real estate and urban renewal transactions.
