Tom has over 15 years of experience and focuses on public business law, in particular public procurement, public-private partnerships, concessions, public real estate, real estate development and government contracts in general. 

Tom further advises on general topics of public law, such as the administration and management of local governments, privatisation of authorities, etc. 

He is recognized for his regular involvement in high profile PPP projects and his expertise in public procurement law. Tom has been negotiating several DBFM contracts, EPC/MTC and interface contracts in complex contexts.  

Before joining PwC Legal, he has worked in public law ‘band 1’ law firms.
