EU and competition in Lithuania


Cobalt provides the full spectrum of competition services to a strong Lithuanian and international client base, including Lidl and Riga International Airport. Managing partner Irmantas Norkus continues to advise Luminor and is also defending Air Baltic Corporation against a claim over alleged infringement of EU and national competition law. Managing associate Rasa Zaščiurinskaitė, who heads the practice, is recommended for her expertise in the aviation and pharmaceutical sectors. Noted for its 'excellent ability to handle large pan-Baltic assignments', Ellex is led by the 'exceptional' Marius Juonys, who is advising OP Financial Group on the competition law aspects of the sale of its insurance business in the Baltic states and representing the client in merger control proceedings before the Lithuanian Competition Council. The team has vast expertise in handling private enforcement disputes, merger clearance and state aid cases. Co-head Jaunius Gumbis is noted for his specialism in the commercial and regulated industries. He has been acting for Orlen Lietuva in a claim for abuse of dominant position against the state railway company. Senior associate Karolis Kačerauskas is also recommended.

Motieka & Audzevicius

The team is overseen by 'leading antitrust expert' Ramūnas Audzevičius, who is currently representing Baltic Media Alliance in a dispute with the Lithuanian Radio and Television Commission, which has been referred to the Court of Justice of the European Union for a preliminary ruling. 'Outstanding practitionerDaivis Švirinas leads the team at Sorainen, which regularly handles cross-border merger control and other competition cases. Švirinas is currently representing construction company Irdaiva in a complex case regarding the compliance of joint bidding with competition law; the matter is due to be heard at the Court of Appeal. Senior associate Monika Mališauskaitė, who provides ‘constructive and detailed’ advice, also acts on the firm’s key mandates. Senior associate Ana Novosad joined the team from the Lithuanian Competition Council.

TGS Baltic

The team at TGS Baltic is led by Lina Darulienė and has strength in handling cross-border matters such as merger control. New partner and head of the regulatory subgroup Lauras Butkevičius is currently representing Euroapotheca in an investigation by the Lithuanian Competition Council related to an alleged cartel. The group also counts the Lithuanian Chamber of Notaries and the Vilnius Cogeneration Plant as clients. Darius Miniotas is recommended for his experience in cartels and abuse of dominance issues. Gintautas Bartkus has left the firm for Deloitte Legal, Professional Partnership of Advocates.

At GLIMSTEDT Bernotas & Partners, merger control and competition damages cases remain a specialty for the practice group, which is led by the 'experienced and highly competent' Andrius Ivanauskas.
