Career

Giancarlo has actively participated in different infrastructure projects and Public-Private Partnerships (PPP’s). He has led the technical, financial and legal teams as Project Manager at the Private Investment Promotion Agency (PROINVERSION) for 10 years; being in charge of notable investment projects such as “Chincheros’ International Airport Project” and “General San Martin” Port Terminal Project located in Pisco, Ica; among others. On Private Initiative Projects to the State, he was in charge of the “Anillo Vial Periférico” project (Lima) and “Terminal de Embarque de Concentrados de Minerales en el Puerto de Salaverry” (La Libertad). He has also acted as legal advisor at PROINVERSION, participating on drafting and managing Private Investment Promotion processes on diverse infrastructure projects given to PROINVERSION. He was advisor at Fondo Nacional de Financiamiento de la Actividad Empresarial del Estado -FONAFE- Holding State Company under Ministerio de Economía y Finanzas, having as main activities the evaluation and control that all companies’ activities under FONAFE regimen fall under State holding regulations and directives. Furthermore, he provided advice on corporate matters related to State corporate activities, and public administration matters such as conflict competences, resources, sanctions and other administrative law matters. He participated on the design and foundation of regulation and directives related to State corporate activity and processes of private investment promotion, public services, and consolidated purchases (corporate), among others.
