Career

Desire concentrates her practice on energy and infrastructure and heads the firm’s Energy Group. She has over 20 years of experience in the energy sector (hydropower plants, small hydropower plants, thermoelectric power plants, solar and wind power plants, transmission, distribution, commercialization, and large consumers). She worked on well-regarded law firms and on one of the first-tier energy sector players (Votorantim Energia, currently Auren Energia).

She has extensive experience in conducting administrative proceedings before the National Electric Energy Agency (“ANEEL”, in Portuguese), State Regulatory Agencies and the Electric Energy Commercialization Chamber (“CCEE”, in Portuguese). Desire also handles regulatory, corporate and contractual matters, including energy purchase and sale contracts and complex regulatory issues such as use, access, connection, physical guarantee, taxes, previous consent, among others).

Desire was responsible for the Legal and Regulatory Law involving administrative proceedings before ANEEL, São Paulo State Sanitation and Energy Regulatory Agency (“ARSESP”, in Portuguese), CCEE and was responsible for the qualification of players in energy auctions.

She also conducted Due Diligence audits for the acquisition of companies operating in the energy sector, involving document analysis and risk assessment. At Mundie Advogados she was mentioned in Latin Lawyer magazine (October/ 2009) due to her contribution to ERSA transaction. Coordinator of the Gas Committee of Brazilian Institute of Energy Law (IBDE).

Member of the Infra Women Brazil – IWB Brazil (Energy Sector Leadership). Member of the Energy Law Commission of OAB/SP. Author of several publications in the sector, including “The Judiciary and Electric Energy Law: Main Decisions”, in partnership with Carlos Suplicy de Figueiredo Forbes, published in the Energy Law Magazine n. 10 (February 2011) of the IBDE – Brazilian Institute of Energy Law. Recognized by Revista Análise 2008 – The Most Admired in Law by the Infrastructure area.

Education

Graduated in Law from Universidade Presbiteriana Mackenzie, post-graduated in Business Law from the Pontifícia Universidade Católica de São Paulo – PUC/SP and specialist in Legal and Economic Basis of Regulation of the Electricity Sector from FGV/GVLaw.
