Career

Mr. Chang Young Kwon is a partner in Jipyong’s the Labor & Employment Team and mainly advises and represents clients in diverse areas of general corporate, labor relations, construction and real estate, shipping and aviation, civil and criminal law, public administration, trade disputes and medial disputes.

Before joining Jipyong in March 2017, Mr. Kwon had served as a judge at numerous courts since his completion of training at the Judicial Research and Training Institution and being commissioned as an apprentice judge in 1999. Mr. Kwon resigned as the Chief Judge of Uijeongbu District Court.

During his 18-year service as a judge, Mr. Kwon handled many complex cases in various fields of law including civil, commercial, criminal and administrative, preservation, tax, medical, religion, family and insolvency cases at the Seoul High Court, Seoul Administrative Court, Seoul Western District Court, Seoul Southern District Court, Uijeongbu District Court, Chuncheon District Court, and Changwon District Court.

Mr. Kwon has published professional papers on various issues ever since serving as a judge, publishing 19 books (10 books of his own work and 9 books under co-authorship) and more than 100 articles and papers.

Mr. Kwon has continued to pursue academic endeavors and has a Ph.D. in law from Seoul National University in the area of labor law. Mr. Kwon has also contributed to the publications of the Annotation for Labor Standards Act and the Annotation for the Trade Union and Labor Relations Adjustment Act. He is also the main author of Onju Industrial Accident Compensation Insurance Act, and Onju Occupational Safety and Health Act.

Mr. Kwon has also given numerous lectures on injunctions related to labor disputes at the Judicial Research and Training Institute since 2003, and on labor litigation practices at the Seoul National University School of Law since 2019.

In addition, based on his many years of experience in trials on civil executions and applications (provisional seizures and injunctions), Mr. Kwon published a book titled ‘Civil Preservation Law’, which is regarded as the best academic book on the subject, and authored the ‘Commentary to the Civil Execution Act Vol. 7’. Further, Mr. Kwon not only took the lead in publishing the ‘Law and Practice Course Handbook – Civil Execution’, which is the most authoritative handbook regarding civil executions in Korea, he has also been delivering lectures on preservative litigations to lawyers for many years.

Furthermore, Mr. Kwon has been steadily researching on maritime law and aviation and space law and regularly publishing papers on the area. The ‘Seafarers Act Guide’ published in 2016 is considered a breakthrough in the field of maritime law. Mr. Kwon has also been training future lawyers, prosecutors, and judges by lecturing on international aviation law at the Graduate School of Korea Aerospace University since 2019 and by publishing a tetralogy titled “Precedents in Aviation Law” (1. Aviation Civil Law; 2. Aviation Labor Law; 3. Aviation Transportation Law; and 4. Aviation Administrative Law).

Mr. Kwon provides Jipyong’s clients with legal advice and services in a broad range of fields based on his diverse trial experiences and professional research achievements mentioned above.
