White House Imposes Sanctions On Syria

On May 11, 2004, the White House released Executive Order 13338 (the "Executive Order") imposing sanctions on Syria. Implementing regulations by the Bureau of Industry and Security were released on May 14, 2004.

Under the Executive Order and regulations, all licenses for export to Syria were revoked. Only items that were loaded for shipment on May 14 and which are actually exported by May 28 may be exported subject to pre-existing licenses.

Other than those loaded items shipped prior to May 28, no other exports to Syria will be permitted. The regulations contain the same exceptions common to other sanctions programs – namely food, medicine, medical devices, information and informational materials, aircraft parts necessary for flight safety, software operating systems and software updates may be exported. Of those categories, only food, medicine not on the Commodity Control List and informational products may be exported without a license.
