SANCTIONS LIFTED FOR ANGOLA AND REVISED FOR IRAQ

The Directorate of Defense Trade Controls ("DDTC") has amended the International Traffic in Arms Regulations (the "ITAR") to lift the embargo on shipment of items on the U.S. Munitions List to Angola. According to the agency, export licenses for munitions to Angola will be considered on a case-by-case basis.

At the same time, the DDTC has revised the policy on exports of munitions to Iraq. Previously, the policy of DDTC was one of presumed denial of all export licenses for arms to Iraq. Under the new policy, licenses for export of defense articles or defense services to Iraq for use in support of a reconstituted (or interim) Iraqi military force or Iraqi police force will be considered on a case-by-case basis.
