The Board of Governors of the Federal Reserve System ("FRB") approved technical amendments to a rule (the "GSIB surcharge rule") that identifies global systemically important bank holding companies ("GSIBs") and requires them to hold additional amounts of risk-based capital.

Adopted originally in July 2015, the GSIB surcharge rule considers various quantitative and qualitative factors used to identif a GSIB and the capital surcharges that should be applied to it. The FRB measures a firm's "systemic footprint" by analyzing certain quantitative metrics derived from an institution's quarterly FR Y-15 reports from December 31 of the previous year.

The FRB approved the current amendment in order to clarify that institutions now must file their FR Y-15 reports quarterly, but GSIB determinations still occur annually.
