On August 18, 2020, the Federal Energy Regulatory Commission (FERC or the "Commission") clarified its Order No. 862, issued in August 2019,1 in which FERC changed its regulations to require that any nonelectronic filing to be delivered to FERC other than by the United States Postal Service (USPS), including by hand delivery, be sent to FERC's off-site security screening facility.2 The change became effective July 1, 2020.3 FERC's amended regulations still allowed USPS mail to be sent directly to FERC headquarters.4 We summarized Order No. 862 here. The Clarification Order addresses "the practice that the Commission currently uses (and will continue to use) if a filer experiences a Commission eFiling system malfunction while attempting to timely submit a filing."5
