Regulation on the Procedures and Principles of the Electronic Seal (“Regulation”) was published in Official Gazette dated 14 September 2022 and numbered 31953. The regulation aims to determine the procedures and principles of receiving the electronic seal applications, creation, usage, cancellation and renewal processes of the seal certificate as well as the creation and confirmation of the electronic seal.

The most important details of the Regulation are as follows:

  • The electronic seal (“E-Seal”) defined as “data added to another electronic data or linked to electronic data and is used to confirm the seal's owner's information”, has the same legal characteristics as a physical seal.
