Revision of the Regulation on the MASAK Compliance Program Regarding Obligations for the Prevention of Laundering and Financing Terrorism has been newly published. That Regulation has been drafted and issued by the Financial Crimes Investigation Board (Mali Suçları Araştırma Kurulu), commonly known as the MASAK. The whole text should be carefully evaluated by corporations and business entrepreneurs.

Introduction

Revision of the Regulation on the MASAK Compliance Program Regarding Obligations for the Prevention of Laundering and Financing Terrorism (Suç Gelirlerinin Aklanmasının ve Terörün Finansmanının Önlenmesine İlişkin Yükümlülüklere İlişkin Uyum Programı Hakkında Yönetmelikte Değişiklik Yapılmasına Dair Yönetmelik in Turkish) is newly circuited in the Official Gazette dated August 22, 2025 and numbered 32994 (hereinafter as the 2025 Regulation)

On 16 September 2026, the money market funds founded by Pusula Portföy Yönetimi A.Ş. defaulted after failing to meet the cash redemption requests received from investors, triggering a sharp sell off on Borsa Istanbul. Turkish Capital Markets Board Introduces Measures On Investment Funds

Borsa Istanbul’s BIST 100 index came under significant selling pressure over three consecutive trading sessions between 15-17 September 2026. The index closed down 5.54% on 16 September, a move that triggered Borsa Istanbul’s index-linked circuit breaker, and negative momentum continued into the morning of 17 September. The sell-off was primarily triggered by a default at Pusula Portföy Yönetimi A.Ş., a portfolio management company, which failed to meet investor redemption requests from certain funds it manages in a timely manner. A similar liquidity problem emerged at Tera Portföy Yönetimi A.Ş., and this situation put pronounced pressure on the shares of both companies as well as on broader market indices.

Türkiye’s 12th Judicial Reform Package: Civil Litigation Reforms Under Law No. 7589

One of the most significant amendments is the introduction into the Turkish Code of Civil Procedure No. 6100 of a new rule providing that the interval between hearings may not, as a general rule, exceed three months.
