A. Introduction
The Regulation on Amendments to the Green Certificate Regulation
for Buildings and Settlements ("Amendment
Regulation"), published in the Official Gazette No.
33095 on December 2, 2025, introduces changes to the validity
period of the green certificate expertise authority and the
procedures and principles for its renewal. Additionally, amendments
have been made to the annexes of the Green Certificate Regulation
for Buildings and Settlements
("Regulation").

B. Changes to the Validity Period and Renewal
Requirements of the Green Certificate Expertise
Authority
Prior to the Amendment Regulation, the validity period of the
green certificate expertise authority was set at 10 years. After
this period expired, the renewal of the expertise authority was
possible by retaking the exam, without the requirement for
attending any training.
