Le 13 mars 2024, le comité de l'intelligence artificielle générative, instauré par la Première Ministre Elisabeth Borne le 19 septembre 2023, a publié son rapport contenant 25 recommandations pour positionner la France en tant qu'acteur majeur de la révolution technologique de l'IA.

Ce rapport dresse le constat du potentiel économique et social majeur représenté par l'IA, en citant notamment la capacité de l'IA à accélérer l'innovation, et son potentiel pour transformer de nombreux secteurs d'emploi. Il pointe également le retard de la France et de l'Europe dans ce domaine, par rapport notamment, aux Etats-Unis, et les risques qu'une aggravation de ce retard font peser en termes de déclassement économique et de perte de souveraineté.
