中国国家知識産権局（CNIPA）は立法の公開性と透明性を高め、立法の質を向上させるため、「国家知識産権局規則制定に関する手続き規定」の意見募集稿及びその起草説明を作成し、公表した。8月12日までに一般向け意見を募集している。
意見募集稿とその起草説明はCNIPA公式サイトとウェーチャット公式アカウントに掲載されている。意見提出の方式は以下の通り。
中華人民共和国司法部公式サイト（ http://www.moj.gov.cn ）と「中国政府情報網」（http://www.chinalaw.gov.cn ）のトップページにアクセスし「立法意見征集」特集で意見を提出。
