Management decisions made under unresolved conditions become the
reference point
In large-corporation CRA disputes, the period immediately
following reassessment is defined by unresolved conditions.
Information is incomplete. Interpretations remain unsettled.
Exposure cannot yet be bound with confidence. This is not a
temporary gap or a failure of diligence. It is the normal operating
environment at this stage.
The structure of the large-corporation regime nonetheless
requires management to act.
Payment positions must be addressed.
A complete Notice of Objection must be prepared and filed.
Internal explanations begin to stabilize.
External audiences such as the board, lenders, or audit
committee are briefed.
