Rubio Leguía Normand’s energy and natural resources practice houses significant expertise in advising clients on various electricity-related matters, including regulatory advice regarding contracts, disputes, project financing, and PPAs. The team, led by Daniela García Belaunde, is actively engaged in public tender and bidding processes for energy infrastructure projects. García oversees the execution of public-private partnership contracts and bidding processes for power and energy contracting, advises on financing and acquisition in the electricity sector, and also undertakes the negotiation of electricity supply contracts. At associate level, Annie Mijahuanga regularly handles hearings before Osinergmin, and also provides regulatory advice for obtaining permits and enabling titles. Since publication, García Belaunde has left the firm – effective as of March 2025.

Rubio Leguía Normand covers a broad spectrum of environmental matters for manufacturing, energy and natural resources companies. The firm is also a popular choice among financial institutions, investment funds and sponsors, which seek assistance with environmental risk assessments and permitting for project development, including issues relating to environmental protection, air quality, water rights and hazardous waste management. Xennia Forno leads the group, advising mining companies on due diligence, contracts and land use through to litigation. Miguel Angel Soto stands out for his advice to energy and mining clients, which he assists with natural resources use and management law, and a range of permitting and regulatory issues.

With offices in Cajamarca, Lima and Trujillo, Rubio Leguía Normand's labour, employment, and social security team is well-positioned to advise a broad client base on a comprehensive range of labour and employment issues. These include collective bargaining agreements (and negotiation), litigation related to outsourcing, hirings and terminations, personnel reinstatement, and workers’ compensation for accidents. Veteran practitioner Víctor Ferro brings extensive expertise in representing companies in collective bargaining and various other complex labour matters (including compensation plans, immigration and social security issues). He co-leads the department in conjunction with Armando Gutiérrez, who specialises in labour planning, compliance audits, and personnel hiring and dismissals; and Sandro Núñez, whose practice focuses on defending both public and private entities in administrative and judicial claims. Rubio Leguía Normand‘s public law team serves a diverse clientele spanning the telecommunications, construction, food and pharmaceutical sectors (among others), offering advice on a broad array of public law matters including regulations, public procurement and the development of public-private investment projects. The team is co-led by Milagros Maraví, who specialises in public tenders and regulatory policy matters (particularly, advising on major public projects and private initiatives in Peru); and Milagros Mendoza, who focuses on promoting infrastructure works and public services through development processes and public tenders (with a strong emphasis on advising clients on PPPs and public procurement contracts). Further enhancing the team’s capabilities at associate level is senior Erick Cuba, who is an expert in public procurement, concessions, and administrative procedures.

The arbitration group at Rubio Leguía Normand assists clients from the energy, mining and aviation industries, and concentrates on civil, construction and commercial disputes. The firm excels in providing comprehensive guidance across all facets of mining operations, from the development and acquisition of mining assets to addressing permitting and compliance challenges. Mining law expert Xennia Forno leads the practice, regularly advising clients on strategic planning, permit procurement, and various aspects related to the exploration, exploitation-beneficiation, and closure of mines. Complementing the leadership, younger partner Miguel Angel Soto's practice encompasses environmental regulation, energy and hydrocarbons, as well as the mining sector, where he is highly regarded for his proficiency handling the broad array of project matters, including corporate operations, agreement negotiation, permit management, and regulatory compliance. Diego Grisolle left the firm in March 2023.

In the real estate arena, Rubio Leguía Normand has an impressive record in advising on complex matters of land purchase, registration and urban planning permits. Also well regarded for its real estate development work in urban and rural areas, the firm counts banks, energy companies and retail centres among its clients. Franco Soria oversees the practice and draws from his decades of experience to advise on the reorganisation of private and state-owned properties, in addition to assisting transportation and mining companies on various land acquisition concerns. Pedro Pablo Castañeda specialises in the design of strategies for obtaining licenses and permits for infrastructure projects, while associate Renzo López handles urban and rural developments. Junior associate Andrés Vasquez advises on the sanitation of retail land and real estate financing matters. Since publication, both Soria and López have left the firm, taking a team of four associates with them - effective as of March 2025.

The deep bench includes Milagros Maraví who, drawing strength from her background in public law, deals with public investment projects for private investors and public entities; Franco Soria, whose focus lies within land acquisitions and purchases; and Daniela García Belaunde, who predominantly acts for energy and natural resources clients thanks to her in-depth knowledge of the development of power projects. Milagros Mendoza and Pedro Pablo Castañeda are also noted, with Mendoza dealing with the gamut of public procurement contracts and PPP matters, and Castañeda handling real estate transactions and projects. The team was also bolstered by the May 2023 hire of partner Julio Vidal Villanueva, who has taken on the position of practice co-head, and principal associate Evelyn Roman. SInce publication, Vidal and Roman have left the firm - effective as of June 2025.
