Milagros has significant experience in providing advice on Public-Private Partnerships, especially in preparing and submitting private initiatives and counsel in general in the process of public tenders. She advises investors and concessionaires during contractual performance in order to procure sectorial permits to implement the projects and to comply with the contractual obligations.
Before joining Rubio Leguía Normand, Milagros worked as a consultant, consultant and researcher in important public and private entities, such as GOVERNA S.A.C. and Málaga & Web Asociados, the Libertad y Democracia Institute (1992-1993), the Andean Commission of Jurists and the Free Market Economy Institute. Partner of the Yori & Bustamante Associates Firm.
Milagros has published the books “Elimination of Bureaucratic Barriers” Volume for the twentieth anniversary of INDECOPI, “Theoretical and Practical Aspects of PPPs in Peru” and “On the Law of General Administrative Procedure”, as well as legal research articles in important specialized journals .

Maraví has recently advised a number of clients on procedures to eliminate bureaucratic barriers relating to Supreme Decree N° 001-2022-TR, which changed the regulations around outsourcing in the country; she also handles public tenders and regulatory matters.
