He is a financial lawyer with over 20 year experience in international operations in different sectors.

Andrés has participated in public and private securities deals in the domestic and international market (including IPOs and issues under Regulation S and Rule 144-A), acquisitions (including listed companies through tender offers), project finance and project development with special concentration in energy sectors (oil & gas, mining and electricity) and infrastructure (health, ports and roads), asset backed financing (including securitizations), incorporation of banks, syndication and banking regulation.

Rubio Leguía Normand is anticipating a significant rise in instructions from investment fund managers in Peru and is well placed to handle it, due to the combination of experience and energy of practice heads Andrés Kuan-Veng and Carlos Arata. In the meantime, the team is handling demanding debt transactions, mainly on the issuer side, such as Petroperu’s $1bn note offering for the financing of the Talara Refinery Project and other corporate purposes. Bank clients include Citibank, Deutsche Bank and BBVA Banco Continental, while Banco Santander, BD Capital and Petroperu are recent client gains. Securities specialist Jeanette Aliaga departed the firm in November 2021.

A multidisciplinary team at Rubio Leguía Normand handles both infrastructure and general project work, and is particularly strong on the financing side under practice co-heads Andrés Kuan-Veng and Carlos Arata, both banking and finance specialists. Fellow co-head and administrative law specialist Milagros Maraví is highly rated for her PPP and concessions expertise; she led advice to Citybike Miraflores (Grupo Moventia) on its implementation of a public bicycle scheme in the districts of San Isidro and Miraflores in Lima. Last year’s arrival of high-profile banking and finance lawyer Andrés Kuan-Veng to Rubio Leguía Normand is paying dividends and significantly boosted the profile and calibre of work at the practice. Recent mandates include multibillion-dollar matters, such as acting for Petroperu on the amendment of its $1.3bn credit facility provided by a syndicate of global investment and foreign banks. Demonstrating an ability to draw instructions on the lender side too, the firm advised ICBC Standard Bank in a $2.1bn interest rate swap with a major Chinese-owned company operating in Peru. Kuan-Veng heads the practice alongside transactional specialist Carlos Arata, who brings valuable international experience to the team. An experienced associate bench includes principal Eliana Pelaz, who re-joined after a period working at a US firm in Miami; and Germán Gómez, active on multiple key matters. Regulatory and capital markets partner and former co-head of the team, Jeanette Aliaga departed in November 2020 and has since joined Muñiz, Olaya, Meléndez, Castro, Ono & Herrera Abogados; the firm has since hired principal associate Janett Burga from Estudio Echecopar member firm of Baker McKenzie International, as of October 2021.

The four-partner team at Rubio Leguía Normand offers deep expertise across a range of transactional and corporate advisory work, with particular strength in equity captial markets deals since last year’s arrival of Andrés Kuan-Veng, who brought palatable clients as well as know-how to the team. They include Citibank/China Yangtze Power Co (CYPC), which the firm advised in a secondary capacity in relation to its mandatory tender offer for up to 13.7% of the common voting shares of Luz del Sur (following the 2020 landmark acquisition of Luz del Sur by CYPC).
