Dr. Youssef Ghassemi is a Legal Advisor and Qualified Judiciary Expert with extensive expertise in high-stakes litigation, international arbitration, and complex cross-border transactions. He has advised and represented leading Iranian and multinational corporations, financial institutions, top-tier international law firms, and public sector entities.

Dr. Ghassemi has played key roles in some of Iran’s most significant legal and regulatory developments, including:

-Member of the advisory committee for the Iran Petroleum Contract (IPC) at the National Iranian Oil Company (NIOC).

-Lead Legal Advisor in the design and implementation of regulatory frameworks, stakeholder negotiations, and licensing procedures for major ICT initiatives, including 4G/LTE, MVNOs, number portability, roaming, OTT, and CDN services, in cooperation with world leading companies.

- Legal Advisor of the Industrial Development and Renovation Organization of Iran (IDRO) in the Renault-Pars Consortium.

- Legislative drafter and co-drafter of key Iranian statutes and regulations in the fields of foreign investment (e.g., regulations under the Foreign Investment Promotion and Protection Act, FIPPA), intellectual property (e.g., the new Act on Industrial Property), banking and finance, and energy.

- Official legal counsel and representative in transactional and litigation matters in Iran for numerous world-leading and mostly Fortune 500-listed companies, including multinational corporations and prominent institutions from various industries.
