Junior Associate

Dhimitër Zguro completed his second-cycle studies with a Master of Science in Criminal Law at the Faculty of Law, University of Tirana, graduating with excellent results. Prior to this, he completed his Bachelor’s degree in Law at the same university with very high academic performance. In 2024, he obtained the professional title of Attorney-at-Law.

From the beginning of his academic studies, Mr. Zguro was actively engaged as a mentor in a project focused on pre-university education, where he was responsible for guiding, managing, mentoring, and supervising high school students in the Municipality of Korçë in their activities as youth activists advocating for higher-quality education. Following this experience, he became involved as a facilitator in the activities of the “Center for Quality Education”, contributing to the development and support of educational initiatives aimed at young people.

In parallel, Mr. Zguro has maintained continuous involvement with civil society organizations, including the European Law Students’ Association Albania (ELSA Albania), GUXO, and Qëndresa Qytetare. In 2021, he was elected Vice President for Academic Activities of ELSA Albania, and in 2022 he served as President of ELSA Albania. He is currently a Board Member of the Halimi Foundation Institute and, since 2023, has served as a Director at ELSA International, initially in the field of Human Rights and subsequently in Advocacy.

Since January 2021, Mr. Zguro has been working at the law firm Halimi Law and Tax, where he represents several of the largest companies operating in the mining, telecommunications, and private security sectors. Since January 2023, he has also served as Legal Advisor to the Center “Qëndresa Qytetare.” He has drafted monitoring reports in the field of justice and published articles in various areas of law, including criminal law, electoral law, and human rights.

Mr. Zguro has also been a scholar of the Konrad Adenauer Stiftung Albania.

In 2024, he was admitted to the legal profession and obtained the professional title of Attorney-at-Law.
