The firm was founded by Mr. Eduard Halimi, a distinguished legal professional with more than 28 years of experience in the Albanian justice system and public life. Throughout his career, Mr. Halimi has served as a magistrate, General State Attorney, Minister of Justice, and Member of the Albanian Parliament for three consecutive mandates. He has also been actively engaged in high-level political and institutional committees in Albania and within the European Union framework.

Beyond his public service, Mr. Halimi is widely recognized as a legal author, public figure, and contributor to key justice reform processes in Albania. He serves as an external lecturer at the School of Magistrates, where he teaches in continuing professional programs and provides training for judges and prosecutors.

Mr. Halimi has extensive experience in international arbitration and strategic litigation. In addition to representing the Albanian State before international arbitration tribunals, he has also represented major private clients before such tribunals in cooperation with leading French, Dutch, and English law firms. Notably, he successfully represented the applicant in the case Cani v. Albania before the European Court of Human Rights and currently represents several additional cases before the Court.

Today, Halimi Ahmetaj Law & Tax is led by Managing Partner Mr. Arlind Ahmetaj, under whose leadership the firm continues to expand its practice and strengthen its position in the Albanian and regional legal markets.
