Chamberlain, Hrdlicka, White, Williams & Martin’s tax controversy practice comprises some 25 attorneys mostly based in Atlanta and Houston and with a growing group in Philadelphia. With a core of attorneys who have previously worked in government, the firm has established a reputation for ‘establishing rapport with IRS agents and appeals officers’ as well as ‘knowledge and sophistication, communication and responsiveness’. Though the firm is smaller than most of those recommended, the tax controversy practice matches the size and quality of those in the bigger firms, offering ‘a very attractive value proposition – Wall Street/Washington DC firm capabilities at a more reasonable fee level’. Clients include Sealy Power, National Bank of Commerce, South Gas & Water, Weber Paper, Kimberly-Clark, Plains Petroleum and Valero Energy. George Connelly in Houston, heads the practice, bringing gravitas and long experience to a group which also includes Larry Campagna, the practice heavyweight in white-collar crime and tax fraud, who regularly achieves declinations by the Justice Department in cases referred for prosecution by the IRS. In Philadelphia, ‘intelligent, practical, approachable’ Philip Karter is highly rated both for his litigation and negotiation skills. Herbert Odell, ‘the seasoned veteran, is very sharp – he serves as a valuable sounding board’, and Kevin Johnson, who generally deals with audit and administration level controversy, is ‘extremely responsive and really knows how the IRS works’. Jonathan Prokup, also based in Philadelphia, is ‘a promising talent – thoughtful and analytical’. David Aughtry in Atlanta, recently succeeded before the Tax Court in a case of first impression which established a favorable and controlling precedent affecting the structure utilized by historic tax credit funds.
