Laura Ceccarelli-Le Guen is the co-head of the Urban Planning practice at DS Avocats. She advises public and private project operators on the regulatory aspects of their development and infrastructure projects, including project feasibility, changes in urban planning regulation, implementing procedures such as public participation procedures, right of initiative, environmental assessments, expropriation, pre-emption, etc., obtaining urban planning and environmental permits, and managing disputes and negotiations.

Laura has developed particular expertise in optimising and safeguarding all procedures required for large-scale development and infrastructure projects in accordance with the various applicable regulations, including the urban planning code, environmental and expropriation codes.

She teaches urban planning law and litigation as part of the Master’s in Urban Planning programme at the Ecole Urbaine de Sciences Politiques, where she is a member of the faculty.

Laura also provides training on topics such as “Implementing a large-scale real estate project: tools, methods and procedures under urban planning and environmental law,” “The impact of environmental reforms on real estate projects,” and “Carrying out successful expropriation or pre-emption procedures.” She also regularly publishes articles on environmental assessments.
