BKM | Berkemeyer fields a strong practice group that offers advice on the most strategic environmental issues affecting companies with operations in the country. The three-strong team demonstrates particular prowess in matters related to the agribusiness and energy sectors, as well as in administrative and criminal litigation. Practice head Yolanda Pereira led advice to SOE Rutas del Este on obtaining the environmental licenses and permits required for the development of the Routes 2 and 7 PPP projects; while litigator Carla Sosa represented Dow Agrosciences in a criminal investigation on alleged non-compliance with environmental obligations in the commercialisation and transport of agricultural chemicals. The predominantly international client base also includes Coca-Cola, Polygon and Syngenta. Environmental law expert Jorge Figueredo is an additional name to note.

Celebrating its 15th anniversary, SEA Abogados y Consultores Ambientales was Paraguay’s first specialist environmental-law boutique. Standing out across the entire array of sector-related work, the firm boasts a team underpinned by extensive legal and technical knowledge: five lawyers are backed up by three engineers. Environmental impact assessment, compliance, technical and legal consultancy, as well as civil and criminal contentious matters are all areas of expertise for the team directed by the renowned Daniel Kovacs. The practice regularly advises the Ministry of Environment and other governmental entities, as evidenced by the team's recent input on the review of the regulatory legal framework in the mining sector. Another prominent mandate involved acting as legal consultant to FAO Senave on the proposing of regulations to adequately improve the management of highly hazardous pesticides (HHPs) in Paraguay. Significant clients include Terminal Occidental, Monte Alegre and Azucarera Paraguaya.

Under the joint leadership of Rodolfo Vouga and regulatory expert Marta Martinez, the 'unique' environment practice at Vouga Abogados is often instructed by clients on a broad range of contentious and non-contentious matters. Recent mandates included assisting Millicom subsidiary Telefónica Celular del Paraguay with the review of environmental licenses for the installation of 1400 towers; and conducting environmental due diligence on Petrobras' operations in Paraguay as part of Copetrol's acquisition of said assets. High-profile clients such as ADM Paraguay, Paresa, Parex and British American Tobacco seek the five-strong team's advice on compliance, environmental protection regimes, licensing and certification processes.

Boutique firm Ebro - Firma Jurídica is fully devoted to environmental law, ensuring companies comply with their environmental, occupational health and safety obligations. Well-regarded Fredy Génez directs the practice, which is noted for the breadth of understanding of the sector and its requirements. Recent highlight mandates involved undertaking a legal audit on Fábrica Paraguaya de Vidrios's Ypané industrial plant; and carrying out environmental consultancy on behalf of chemical company BASF. A growing client list includes Bayer Paraguay, Cervepar and Tetra Pak, for which the firm provides counselling on a permanent basis. Abel Fleitas is the other key member of the team, which was further strengthened with the arrival of attorney Margit Gehre in March 2018.

Corporate clients from the agrochemicals and energy sectors frequently seek Olmedo Abogados' advice on licensing, permits, compliance, due diligence and environmental impact assessments. Practice head Gustavo Olmedo is assisting Providencia following an accusation related to unlawful land matters on the shore of Ypacarai Lake. Another on-going matter involves representing Agropecuaria Tifunque in a complaint regarding the improper diversion of water due to a rice production in the Misiones Department. Other representative clients include Puma Energy and Syngenta.

The environment law practice at Peroni Sosa Tellechea Burt & Narvaja showcases expertise across a range of sector-related work. The broad service offering includes counselling on due diligence , legislation consultancy, administrative regulation and licensing advice; the team is also adept at handling administrative and judicial contentious matters. The practice has developed a diverse client base, which not only comprises corporate clients, but also includes international organisations such as the Wildlife Conservation Society and Green Building Council. The 'knowledgeable' José Sosa Fracchia and Juan Carlos Boggino constitute the core team and key contacts.
