The Venable LLP government contracts team advises across a broad range of matters, with particular strength in bid protests and contract disputes. The practice handles issues involving the provision of services to government agencies, as well as related hardware procurements in the defense and healthcare sectors. The group is led by Paul Debolt in Washington DC, and Scott Hommer in Virginia. DeBolt counsels contractors throughout the full lifecycle of their federal government engagements, from bidding and selection through to performance challenges and contract termination. Hommer represents technology-focused clients operating in Defense, Treasury, and State Department environments. Dismas Locaria is noted for his capabilities in regulatory compliance and federal ethics laws. Scott Sheffler joined the firm from in July 2025. Successfully represented Enterprise Community Partners  in appealing HUD’s termination of thirteen grant awards, leading to the rescission of the terminations and full reinstatement of all awards.
Serve as outside general counsel to Associated Universities Inc, advising on governance, compliance, contracts, litigation and organisational risk management to help the organisation mitigate risk and fufill its research mission.
Represented Crowley Government Services, Inc as an intervenor in a bid protest before the U.S. Government Accountability Office, challenging a $2.3 billion U.S. Transportation Command contract award, successfully defending against all protest grounds, which were found to be without merit.
