EU and competition

Merger control matters form the cornerstone of BAHR’s competition and EU practice. Additionally, the team is highly capable in antitrust investigations; a recent highlight in this sphere involves acting for REMA 1000 in an antitrust investigation carried out by the NCA. Arne Torsten Andersen heads up the team, bringing experience from the EFTA Surveillance Authority to competition law investigations. Helge Stemshaug handles merger control and cartel investigations. Career

Helge Stemshaug has extensive competition law experience and has as a former Director of Legal Affairs at the Norwegian Competition Authority assisted in the clearance of many of Norway’s largest and most complex mergers. He has also assisted in a number of infringement cases, including competition authority investigations, commitment cases and cases relating to the imposition of fines. Helge has extensive experience with state aid law and regulatory issues.

Helge sits on the Norwegian Bar Association’s practice committee for European Law and Competition Law and the Center for Continuing Legal Education’s practice committee for Competition Law and State Aid Law. His strong academic background and close relations with various educational institutions make Helge a popular guest lecturer at the University of Oslo, the Norwegian School of Economics and BI Norwegian Business School.

Defending Norwegian grocery chain REMA 1000 in the price hunter antitrust investigation carried out by the Norwegian Competition Authority, which in August 2024 saw the NCA fine the three leading grocery chains in Norway a total of NOK 4.9bn.
