Pels Rijcken specialises in advising the State of the Netherlands and other governmental and public authorities on PPP projects and PFI deals. The team brings experience across a diverse array of sectors, with a particular focus on infrastructure, energy and real estate assets. Co-leading the team is Mark Birnage, who centres his practice on the tendering and contracting of large-scale and high-value PPP projects and concessions. Also co-heading the practice is Jeanile Weyne, who handles the procurement and contracting of major construction projects.

Advised the joint project organisation of the Ministry of Infrastructure and Water Management, the city of Amsterdam and ProRail on the retendering of the €1bn Zuidasdok project.
