Mr. Liu has worked in universities, news agencies and state-owned enterprises. He began practicing law in 1998 and was a director and chief representative at a well-known law firm in Qingdao. Mr. Liu joined JunHe in 2017 and currently works in JunHe’s Qingdao office.

Mr. Liu specializes in providing legal services for major investment projects, infrastructure construction projects, land use and planning, development, construction and the acquisition of large real estate projects. He is also experienced in mergers and reorganizations, dispute resolution and the disposal of idle projects.

Mr. Liu has long provided legal services for matters including the restructuring of state-owned enterprises and public institutions, the separation of main and subsidiary businesses, management buyouts, corporate governance and group management and control. Currently, he is engaged in providing legal services for matters including the mixed-ownership reform of state-owned enterprises, employee shareholdings, equity structure design, company control arrangements and other legal affairs.

Mr. Liu has vast practical experience in dispute resolution relating to real estate project development cooperation, financial debt disputes, the guarantee of property rights, private lending, equity transfers, government undertakings, administrative agreements and administrative licensing.

In recent years, Mr. Liu has been active in exploring and practicing in the areas of wealth management and enterprise heritage for family businesses, including family trusts, will trusts and family offices.
