Pursuant to Article 16 paragraph (2) of the Law on the Protection of the Personal Data No. 6698, real and legal persons who process personal data shall be registered to the Registry of Data Controllers.

Pursuant to Article 16 paragraph (2) of the Law on the Protection of the Personal Data No. 6698, real and legal persons who process personal data shall be registered to the Registry of Data Controllers ("Registry").

From 1 October 2018 the registration obligation of the real and legal person data controllers ("Data Controllers") that are stated below has been started:

Data Controllers who employ more than 50 employees in a year or whose total annual financial statement is more than 25 million Turkish Lira must be registered to the Registry between 01.10.2018 and 30.09.2019.
Non-resident Data Controllers must be registered to the Registry between 01.10.2018 and 30.09.2019.

Turkiye Introduces New Age Verification And Child Protection Requirements For Social Network Providers

On 10 October 2026, the Regulation on the Provision of Differentiated Services for Children and Age Verification by Social Network Providers (the "Regulation") was published in the Official Gazette. Issued by the Cyber Security Presidency, the Regulation introduces mandatory age verification, restrictions on children's access to social networks and additional safeguards for users aged 15 to 17.

The Regulation will take effect on 1 November 2026 and allows until 31 March 2027 for existing accounts, and as the relevant sanction provisions of Law No. 5651 will apply to breaches of its obligations, social network providers should review their registration flows, child accounts and objection processes before the effective date.
