The Board Of Personal Data Protection has published a decision in Official Gazette dated 07.03.2018 regarding sufficient measures for processing special categories of personal data.

Special Categories of Personal Data

According to article 6 of Turkish Data Protection Law, special categories of personal data (alias Special Personal Data) is;

"ARTICLE 6 – (1) Data relating to race, ethnic origin, political opinions, philosophical beliefs, religion, sect or other beliefs, appearance and dressing, membership of association, foundation or trade-union, health, sexual life, criminal conviction and security measures, and biometrics and genetics are special categories of personal data."

On 10 October 2026, the Regulation on the Provision of Differentiated Services for Children and Age Verification by Social Network Providers (the "Regulation") was published in the Official Gazette. Issued by the Cyber Security Presidency, the Regulation introduces mandatory age verification, restrictions on children's access to social networks and additional safeguards for users aged 15 to 17.

The Regulation will take effect on 1 November 2026 and allows until 31 March 2027 for existing accounts, and as the relevant sanction provisions of Law No. 5651 will apply to breaches of its obligations, social network providers should review their registration flows, child accounts and objection processes before the effective date.
