October 2025 – In September 2025, the Turkish Personal Data Protection Authority (the "DPA") issued one decision, organised several events, and announced one data breach notification. Below is a summary of key developments.

New Exemption Criteria for VERBIS Registration

On 4 September 2025, the DPA published Decision No. 2025/1572 (the "Decision"), introducing a new exemption from the requirement to register with the Data Controllers' Registry ("VERBIS").

Under this Decision, data controllers whose main activity involves processing sensitive (special category) personal data are exempt from VERBIS registration if they employ fewer than 10 people and have an annual balance sheet total below TRY 10 million (approx. EUR 200,000).

Turkiye Introduces New Age Verification And Child Protection Requirements For Social Network Providers

On 10 October 2026, the Regulation on the Provision of Differentiated Services for Children and Age Verification by Social Network Providers (the "Regulation") was published in the Official Gazette. Issued by the Cyber Security Presidency, the Regulation introduces mandatory age verification, restrictions on children's access to social networks and additional safeguards for users aged 15 to 17.

Turkey Introduces Age Verification And Child Account Obligations For Social Networks

The Regulation will take effect on 1 November 2026 and allows until 31 March 2027 for existing accounts, and as the relevant sanction provisions of Law No. 5651 will apply to breaches of its obligations, social network providers should review their registration flows, child accounts and objection processes before the effective date.
