Luxembourg continues to consolidate its position as one of Europe's premier hubs for captive insurance and reinsurance. With nearly 200 reinsurance undertakings, the Grand Duchy remains the jurisdiction of choice for international groups seeking both regulatory pragmatism and long-term stability. Reflecting the steady growth in new filings, the Commissariat aux Assurances ("CAA") has issued Circular Letter 25/9, effective 1 September 2025.
