１ はじめに
米財務省は、2024年7 月23日、対米外国投資委員会（Committee on Foreign Investment in the United States）（以下「CFIUS」という。）の委員長として、CFIUSの活動に関する2023年の年次報告書を議会に対して公表した [1]。
CFIUSは、外国から米国への投資が安全保障に脅威をもたらすかどうかを審査する省庁横断の委員会であり、毎年、前年の審査状況等に関する情報を議会に公表することが法令上義務付けられている。CFIUSが公表する年次報告書は、同委員会の前年の活動状況および執行方針を理解するための恰好の資料といえる。
以下では、前提知識として、CFIUSの権限等について概観した上で、今回公表された2023年次報告書の内容を解説する。なお、不動産取引審査に関して近時重要な動きがみられるため、その点も適宜言及する。
