As últimas semanas, na cidade do Rio de Janeiro, têm sido marcadas por uma grave crise no abastecimento de água que é, majoritariamente, fornecida pela CEDAE, empresa estatal cujo principal acionista é o Estado do Rio de Janeiro. A CEDAE tem dado publicidade às suas análises da qualidade da água por ela distribuída1, entretanto, como se sabe, a poluição não é um conceito meramente físico-químico mas, principalmente, uma percepção da sociedade. Neste aspecto, a empresa ainda tem muito por fazer.

Este artigo não pretende entrar no mérito da questão, pois será basicamente voltado para o esclarecimento de algumas questões de Direito Ambiental que são pouco conhecidas pelo público em geral. Evidentemente que se fará necessária uma contextualização prévia do tema.
