China Fortune Land Development (CFLD) is a leading new industry city developer and operator listed on the Shanghai Stock Exchange currently managing over 90 new industry cities in China and with a market capitalisation in excess of ¥100bn as of January 2018. It established CFLD International in 2016 to spearhead its overseas expansion with Southeast Asia as a key focus. CFLD International’s legal team is therefore headquartered in Singapore and has regional teams based in Asia and Africa as well as the UK and the US. The team is jointly led by Justin Ter, Jason Chen and Suyin Tan, who together oversee the legal team’s involvement in structuring and negotiating new projects, construction and development of existing projects, sales and marketing efforts of CFLD International’s industrial and mixed-use business units, financing transactions, IP and branding work and the recruitment, management and training of its fast-growing international team. Within its two-year existence, the legal team has grown at a tremendous pace from a one-man team in Singapore to a global team of around 24 members (19 lawyers and five non-lawyers, comprising corporate secretarial and support staff ) who are instrumental in driving transactions and development projects requiring multi-billion dollar investments and commitments from CFLD International. To this extent, the legal team has spearheaded the negotiation and execution of more than 10 definitive agreements and memoranda of understanding with government institutions of Brunei, Egypt and India and the largest land developers in Indonesia, Vietnam and the Philippines. Some of the new industry city projects actively under development include: partnering with Alam Sutera in Indonesia to develop land in Tangerang and with Agung Podomoro Land for land in Karawang; in Vietnam, three major projects in partnership with local brand names such as Sunny World, Tin Nghia Corporation and VinaCapital; and in the Philippines, a joint collaboration with Daiichi Properties, a leading property developer. With CFLD keen to build upon its public-private-partnership business model and experience in China, the team is presently pursuing cooperation projects with the government of Brunei and Darussalam Assets to develop a special economic zone spanning 4,000 hectares in the Jerudong waterfront and Tungku region and the State Government of Haryana for the joint development of an integrated industrial model township at Sohna, near Gurgaon. The achievements of the team within this short timespan are reflected in them winning numerous prestigious industry awards.
