Position
Mark Ruffell is a very experienced leading junior. His expertise covers three main areas: regulatory and disciplinary work; fraud and complex crime; and ecclesiastical law.
Mark Ruffell is head of Pump Court Chambers’ Regulatory & Disciplinary team. He specialises in healthcare cases, particularly those involving care homes and proceedings brought by the CQC before the Care Standards Tribunal and the Magistrates’ Court. He has represented many care providers at Inquests involving care homes
Mark Ruffell’s regulatory experience has involved cases of director disqualification, planning enforcement, breaches of environmental legislation, licensing appeals and public inquiries before Traffic Commissioners.
Mark Ruffell has appeared as an advocate before major regulators of professional discipline and conduct, including the Bar Standards Tribunal, the Solicitors’ Disciplinary Tribunal and appeals to the High Court.
Mark Ruffell is a former Legally Qualified Chair and is now a Legally Qualified Person for Police Misconduct Panels. He is a Legally Qualified Chair for the Taxation Disciplinary Board (TDB). He is a Legal Advisor for the Institute of Chartered Accountants for England and Wales (ICAEW), the Nursing & Midwifery Council (NMC), the Intellectual Property Regulation Board (IPReg) and the Chartered Institute of Legal Executives (CiLEX).
Mark Ruffell is regularly instructed in heavy weight criminal work and is on the CPS Serious Crime and Fraud Panels. He has been instructed as Independent Counsel by the Serious Fraud Office and is instructed by HMRC. He is instructed in Health and Safety Cases.
Mark Ruffell is Chancellor of the Diocese of Gloucester and Deputy Chancellor of the Diocese of Winchester. He is an occasional panel member of the Clergy Disciplinary Tribunal. He is instructed to represent Petitioners and Parties Opponent in Ecclesiastical Law cases. He represents clergy at the Clergy Disciplinary Tribunal.
