Position
Michele Carpagnano is a partner in Dentons’ Rome office, Head of the Italian Competition and Antitrust practice and Global Co-Head FDI.
Career
Michele provides national and multinational companies with legal advice and judicial assistance in all aspects of Italian and European Competition Law, Consumer Law, State Aid Law, Merger Control, antitrust issues related to tender procedures (bid rigging), markets regulations and screening for foreign direct investments (FDI, Golden Power). He also represents companies and public institutions in administrative proceedings before the Italian Competition Authority, Administrative Courts and also before the European court of justice (public antitrust enforcement).
As Attorney, he represents clients before the Italian Competition Authority, as well as the European Commission and he has been involved as a legal expert in several cases and class actions before domestic courts concerning antitrust infringements. Michele advised the European Parliament on the introduction of EU legislation on collective redress and he is the author of three books on private antitrust enforcement and several articles on competition law issues.
He also represents clients in Competition/Consumer laws litigation - both single and class actions claims - before Italian Courts (private antitrust enforcement) and assists in the design and implementation of tailored Antitrust and Consumer Law compliance programs and in the implementation of audit antitrust.
He advises local, national and EU Institutions on legislative/regulatory proposals related to Competition and Consumer laws and acquired specific expertise in the enforcement of Antitrust rules in the manufacturing, financial, environment, insurance, agri-food, energy, pharmaceutical, air and rail passenger transport, telecommunication and digital economy sectors.
Michele holds a PhD and teaches EU Competition Law at the University of Trento. Founder and Co-Director of the Trento Summer School in Advanced EU Competition Law & Economics, he is also the Founder and Co-Director of the Osservatorio Permanente sull’Applicazione delle Regole di Concorrenza and the Founder and Co-Director of the Osservatorio Golden Power.
