Career

Łukasz Gembiś is an advocate who leads the Public Procurement and Contracts Team. He supports clients from various sectors, with a particular focus on the construction, transportation, and industrial industries, throughout the life cycle of projects. This includes starting from tender proceedings and the preparation and negotiation of contracts (including FIDIC and tailor-made agreements), providing support during contract execution, including managing conflict risks, and extending to handling disputes through litigation or arbitration.

Łukasz assists both contracting authorities and contractors participating in public procurement proceedings, addressing issues related to tender documentation, clarification of terms of reference (ToR), and handling inquiries and tender offers submitted in these proceedings. In his  practice, he has advised on over 40 large-scale construction projects with a total value of several billion Polish zlotys, including the construction of roads, power plants, railway lines, sewage treatment plants, as well as residential and industrial investments. Łukasz provides guidance to clients at all stages of public procurement proceedings, representing them in proceedings before the National Chamber of Appeal (KIO) and common courts.

He has been recognised by The Legal 500 in Public Procurement, Construction and White-Collar Crime.
