Javier Dolorier

Javier Dolorier is the co-founder of our firm, a legal boutique specializing in complex tax and labor matters. José Gálvez Rosasco

He is highly regarded for his leadership in tax matters related to mergers and acquisitions. José worked for eight years at the Peruvian taxation authority—SUNAT and has worked as an advisor in Congress. He advises permanently on corporate and estate tax planning of diverse magnitude and is an expert litigator in audits before the Peruvian Tax Administration (SUNAT). José is an associate professor at the Universidad de Lima since 2008, he teaches Tax Law and Income Tax Law at the graduate program. His client portfolio includes prominent market players underscoring his respected standing in the legal community.

Martín Mantilla Hidalgo

Martín Mantilla Hidalgo, is a partner at Gálvez Dolorier since 2008. He is senior tax lawyer with over two decades of experience, has a distinguished background in both the public and private sectors. He previously served at the Peruvian Tax Administration from 1997 to 2007. Martín’s extensive experience in both sectors enables him to offer a cross-cutting approach in advising clients, with a focus on coercive collections, debt payment benefits, and tax litigation. Martín is recognized for his strong conflict resolution skills and his expertise in applying judicial and constitutional measures to address coercive collections and debt payment benefits. He has an extensive track record in both administrative and judicial litigation, making him a highly regarded advisor for clients facing complex tax issues. His key clients include prominent market leaders. He is also an associate professor at Universidad de San Martín de Porres, where he teaches Income Tax Law in the postgraduate program.

Silvia Muñoz-Salgado

Silvia Muñoz Salgado, with over 25 years of experience in tax law, joined the firm as a partner in 2016. She previously worked at Rodrigo, Elías & Medrano Abogados for 10 years and spent 13 years as the legal manager at the Peruvian Tax Authority (SUNAT). Recognized as one of the few Peruvian experts in transfer pricing and intragroup financing and services, Silvia has made remarkable achievements in these areas. Silvia's expertise in both consultancy and litigation in international taxation has established her as a leading lawyer in the field of legal tax defense in the country. Her prominence in the local professional market is also notable in academia. She is one of the main speakers and organizers of the international taxation seminars at the University of Lima, one of the most significant in the country. Over the past five years, these seminars have attracted top representatives from international academia (see: https://www.ulima.edu.pe/posgrado/agenda/v-seminario-de-tributacion-internacional). Additionally, Silvia represented the country as a national speaker at the XXXI Latin American Tax Law Congress, organized by ILADT and held in Guatemala from October 24 to 27, 2022, focusing on the taxation of the digital economy. Silvia's current clientele includes major local and international groups in key Peruvian industries, including TMT, mining and energy, the beauty industry, and finance. During her time at SUNAT, she contributed significantly to the most important tax reform processes between 2000 and 2005, helping shape the current income tax law. Flor Villaseca is a lawyer who has focused her career on labour law, social security law, occupational safety. She joined the firm in 2009 and became a partner in 2013. Flor is recognized by peer as a great labor litigator. Flor advises companies and government agencies and represents clients in disputes in administrative (Ministry of Labour, and Labour Audit Bureau), judicial or constitutional courts. She also has a focus on in-house training on occupational safety.
