Alexandre Wagner Nester has been a qualified lawyer since 1997 and in 2016 he became a partner at Justen, Pereira, Oliveira & Talamini. Nester is an expert in infrastructure issues and his experience was highly improved between 1998 and 2000 when he worked as in-house counsel for Concessionária Ecovia Caminho do Mar S/A. He is a member of the Centre for Research of Economic Law at the Federal University of Paraná and he is listed in the arbitrator reference guide of the Arbitration Chamber of the Federation of Industries of the State of Paraná – CAMFIEP. Amongst his main publications, Nester has written a book on regulation and competition (Regulação e Concorrência: Compartilhamento de Infraestruturas e Redes, 2006) as well as chapters in the following books: Direito Administrativo e seus Novos Paradigmas (2nd ed. 2017), Estatuto Jurídico das Empresas Estatais (2016), Processo e Administração Pública (2016), Brazil Infrastructure Law (2016), Direito Portuário Brasileiro (2015), Parcerias Público-Privadas (2015), Regime Diferenciado de Contratações Públicas - RDC (3rd ed. 2015), Direito da Concorrência e Regulação Econômica (2010).
