Career
Francisco is the Co-Director of the Labor and Employment Practice. He graduated from Tecnologico de Monterrey, Monterrey Campus (1994), is certified as a Compliance Officer by the World Compliance Association, and has a Master’s Degree in Labor Law with a specialty in Legal Labor Relations from Northeastern American University. He is also a member of the Advisory Board of the Labor Conciliation Center of the State of Tamaulipas, and he is an advisor and collaborator in Foreign Trade at Index.
His professional practice has predominantly focused on representing clients from the United States and other countries by establishing and maintaining manufacturing operations in the USMCA region, as well as creating strategic alliances to assist companies in landing projects in Mexico and the United States.
Francisco represents foreign investors with a focus on cross-border operations between the United States of America, Mexico, and other Latin American countries, assisting them in international trade, environmental, and compliance matters, mergers and acquisitions, privacy law, union, labor, and employment matters, contractual law, and government relations.
Francisco has written numerous articles on foreign trade, labor and employment law, and environmental issues. He is a renowned speaker at forums, seminars, and binational conferences regarding foreign trade, labor and employment matters that are promoted in Mexico and the United States.
Throughout his career, he has combined professional practice with academic work, serving as Invited Professor at Baylor University (2018); General Counsel at Grupo CIGSA (1999–2000); and Law Professor at Universidad Cervantina in Monterrey (1998–1999).
