Long renowned for its sophisticated public law practice, 10-trong boutique Palacios Lleras maintains a solid reputation for dispute resolution, including arbitral matters - primarily handling corporate, infrastructure and construction disputes, particularly those with complex technical aspects. The practice is accustomed to ICC cases - such as its ongoing role as co-counsel to key client Drummond (and its subsidiary, Drummond Coal), in international multiparty proceedings concerning rail transportation agreements in northern coastal Colombia. Founding partner Hugo Palacios Mejía is an experienced arbitrator in both domestic and international (ICC) arbitrations; he co-leads the team with Óscar Gutiérrez and Pedro Pacheco, both of whom are list B arbitrators of the Conciliation and Arbitration Center of the Superintendencia de Corporaciones. Top tier public law and procurement firm Palacios Lleras has a nine-strong contentious team - including three partners. As per the firm's core-strengths, the group is primarily focused on administrative litigation against state entities in relation to contractual cases and/or the resolutions made by said bodies concerning port concessions, mining rights, licenses and regulations in general. Renowned founding partner Hugo Palacios Mejía (a former co-judge at Colombia's State Council, and the country's Constitutional and Supreme courts, among other positions); and Óscar Gutiérrez, who has over 20 years' dispute resolution experience in both judicial and extra-judicial settings and has particular expertise in port and maritime matters, co-head the team.
