Horacio J. Ruiz Moreno is the leading partner of the Administrative Law and Business Regulation practice at Mitrani Caballero, bringing extensive experience in administrative law, public services regulation, oil & gas, arbitration, and corporate and construction law. Horacio is renowned for providing strategic advice on complex regulatory and commercial matters.

Before joining Mitrani Caballero, Horacio was a partner at Rosso Alba, Francia & Ruiz Moreno (2005–2008), Hope, Duggan & Silva (1992–2005), and Fornieles & Del Carril (1986–1990). He also served as in-house advisor to the Techint Organization (1990–1992), practiced as an associate in New York with Fox, Glynn & Melamed (1982–1983), and began his career at Basílico, Fernández Madero & Duggan (1980–1985).

A respected academic, Horacio has been deputy professor at Universidad de Buenos Aires, is a frequent conference speaker, and is widely published in leading legal journals.
